Engineering and Retrofit Support Services 

FRESCo provides a wide range of engineering and retrofit support services to strata apartment buildings. 

• Access to free retrofit opportunity assessments and feasibility studies through the Multi-Unit Residential Building Retrofit Program 

• Our Electrical Planning Report (EPR) service supports strata corporations and property managers in BC to meet the provincial EPR compliance requirements set out in the Strata Property Act and Regulations. Our process includes a review of your building’s electrical system and existing demand to estimate spare capacity required for new electrical loads, such as EV charging and the installation of heat pumps for heating and/or cooling. Additionally, we will provide recommendations to manage or reduce current loads and on the upgrades required to increase the building’s electrical capacity. All reports are prepared and reviewed by a licensed Professional Engineer and EPR specialist to ensure accuracy, quality recommendations and compliance with provincial regulations.

Electrical Planning in Multi-Unit Residential Buildings  

FRESCo worked with CHOA and BC Housing Research to develop a Maintenance Matters bulletin on Electrical Planning in Multi-Unit Residential Buildings. This bulletin is designed to support strata corporations and property managers: 

• Plan for building upgrades 

• Identify solutions to address building electrical capacity limitations 

• Understand who pays for electrical capacity upgrades 

• Have a checklist to plan for building and electrical capacity upgrades

Guidance for the Preparation of Electrical Planning Reports for Strata Corporations in BC 

FRESCO worked with CHOA BC and BC Hydro to provide the guidelines for service providers (electrical engineers and electricians) of Electrical Planning Reports. The purpose of this guideline document is to clarify the scope of electrical planning reports (EPRs) for strata corporations in B.C. and to help EPR providers meet the requirements set out in the Strata Property Act and Regulations in a cost-effective way.
